Brian Muhlbach serves as the Law Enforcement Liaison (LEL) for FDOT District 3. He has over 20 years of law enforcement experience, including roles as a Sergeant overseeing patrol operations and traffic enforcement. His background includes extensive work in community policing, DUI enforcement, training, traffic homicide investigations, and grant management. As an instructor, Brian has developed and led courses on crash investigations, traffic enforcement strategies, de-escalation techniques, and other specialized topics. In addition to his role as an LEL, he continues to serve part-time as a deputy sheriff and agency instructor.
As the District 3 LEL, Brian supports approximately 57 law enforcement agencies across 16 Northwest Florida counties, working to strengthen and enhance traffic enforcement and engagement initiatives. His responsibilities include facilitating and increasing law enforcement participation in high-visibility campaigns such as Click It or Ticket, Drive Sober or Get Pulled Over, and Operation Southern Slow Down. He coordinates press conferences and public safety events, conducts training sessions and Local Area Network (LAN) meetings, assists agencies in securing and managing traffic safety grants, and manages the exchange of critical information, including officer training, crash data and trends, checkpoint planning, and legal updates. He also evaluates law enforcement contributions to traffic safety initiatives, policies, education efforts, and enforcement activities through the Florida Law Enforcement Traffic Safety Challenge.
Additionally, Brian serves on the state's Safe Mobility for Life Coalition and Teen Safe Driving Coalition, and supports Community Traffic Safety Teams (CTSTs) throughout the district.
