About the District 3 Law Enforcement Liaison:
Brian Muhlbach has over 20 years of law enforcement experience, including roles as a Sergeant overseeing patrol and traffic enforcement. His background includes community policing, DUI enforcement, investigations, traffic homicide investigation, and grant management. As an instructor, he has developed and led courses on crash investigation, de-escalation techniques, data-driven enforcement, and other specialized topics. Brian also continues to serve in a part-time capacity as a sworn law enforcement officer and agency instructor.
As the District 3 Law Enforcement Liaison (LEL), Brian supports approximately 57 law enforcement agencies across 16 Northwest Florida counties to strengthen and enhance traffic safety initiatives. He is responsible for promoting and implementing high-visibility enforcement campaigns, coordinating public safety and press events, leading training sessions and Local Area Network (LAN) meetings, and providing guidance to agencies in securing and managing grant funding. He also facilitates the exchange of critical information, including officer training, crash data and trends, checkpoint planning, and legal updates. Additionally, Brian is involved in coordinating the Florida Law Enforcement Traffic Safety Challenge and evaluating agency contributions to traffic safety through policies, education, and enforcement.
Brian actively serves on Florida’s Teen Safe Driving Coalition and Safe Mobility for Life Coalition and provides support to Community Traffic Safety Teams (CTSTs) across the district.
