About the District 5 Law Enforcement Liaison:
Jon Askins retired as a Captain with the Winter Park Police Department in 2017 after more than 25 years of service as a sworn officer. Jon has trained law enforcement officers across the U.S. with the International Association of Directors of Law Enforcement Standards and Training (IADLEST), helped develop training standards with the Florida Department of Law Enforcement (FDLE), and contributed to pedestrian and cyclist safety programs in collaboration with the Institute of Police Technology and Management (IPTM). He has also served as an instructor for the Florida Attorney General’s Crime Prevention Training Institute and served as a certified Crime Prevention Practitioner, specializing in wayfinding and public safety in areas where vehicles and pedestrians share public spaces. Jon holds a B.A. in Criminal Justice Administration and is a Past President of the Fraternal Order of Police Lodge 64.
As the District 5 Law Enforcement Liaison (LEL), Jon supports approximately 59 law enforcement agencies across seven North Central Florida counties to strengthen and enhance traffic safety initiatives. He is responsible for promoting and implementing high-visibility enforcement campaigns, coordinating public safety and press events, leading training sessions and Local Area Network (LAN) meetings, and providing guidance to agencies in securing and managing traffic safety grants. He also facilitates the exchange of critical information, including officer training, crash data and trends, checkpoint planning, and legal updates. Additionally, Jon is involved in coordinating the Florida Law Enforcement Traffic Safety Challenge and evaluating agency contributions to traffic safety through policies, education, and enforcement.
Jon actively serves on the Florida Pedestrian and Bicycle Safety Coalition and provides support to Community Traffic Safety Teams (CTSTs) across the district.
